I'm not a big fan of Halloween, but I saw these and thought that they were cute and would be fun to make. We'll probably put them on the front porch with candles that evening, but for now we are using Christmas lights (a little ironic, don't you think?) to illuminate them.
How are these made? I just used old jars of various sizes, removed the lids and threw them away. Then I cut tissue paper (white, orange, purple, and green) into 2 inch strips a little longer than the height of the jar. One a at a time, I used decoupage to glue them to the INSIDE of the jar. After the glue dried, I cut "faces" out of black card stock and adhered them with decoupage as well, but to the outside of the jar. Then, I painted the tops of the jars with coordinating paint (so they can look "pretty" during the day too). After everything was dry, we strung them together with lights. The kids love them and the whole project ended up costing less than $10 . . . . with LOTS of supplies left. I could make about 20 more with what is left.

Those are really fun...I might see if I can come up with some jars...so you just kind of stuffed the lights in and out of the jars?
